Aqaba Launches Tender for New Oil Terminal Handling 160,000-DWT Tankers

ADC's Tender No. 90/A/2026 seeks a JV-led EPC contractor for a multi-product jetty at Aqaba South Port berthing tankers up to 160,000 DWT, with a JOD 600,000 bid bond and bids due December 16, 2026.

Field notes

  1. Tender No. 90/A/2026 covers a lump-sum EPC turnkey oil terminal at Aqaba South Port under FIDIC Silver Book 1999.
  2. The jetty will berth tankers from 3,000 to 160,000 DWT and handle crude, refined products, LPG, ammonia and chemicals.
  3. Expressions of interest are due October 28, 2026; technical and financial bids are due December 16, 2026, 12:00 PM Jordan time.
  4. Each bid requires JOD 600,000 tender security, valid at least 180 days from submission.
  5. International marine contractors must JV with a Grade One (A) Jordanian civil contractor registered with the GTD.

Jordan's Aqaba Development Corporation (ADC) has opened Tender No. 90/A/2026 for a lump-sum EPC turnkey contract to build a new oil terminal at the Port of Aqaba, designed to berth tankers from 3,000 DWT up to 160,000 DWT. Technical and financial proposals are due by 12:00 PM Jordan local time on December 16, 2026.

The new jetty will sit in the South Port area, immediately south of the existing Oil Jetty and north of the operating LNG terminal. ADC has structured the project under the FIDIC Silver Book 1999 conditions of contract.

What will the terminal handle?

The facility is specified as a multi-product marine loading point rather than a single-commodity crude berth. Its product slate covers:

  • Crude oil
  • Light petroleum products: gasoline, diesel, kerosene and Jet A-1
  • Heavy fuel oil and bitumen
  • LPG, liquid ammonia and other chemical products

The tanker range — 3,000 to 160,000 DWT — positions the terminal to serve both coastal product tankers and Suezmax-class crude carriers calling at Jordan's only deepwater port on the Red Sea.

What is the scope of works?

The engineering scope covers complete detailed design of the marine works: the loading platform, mooring and berthing dolphins, access trestle and causeway. Topsides include pipelines and piping, a pipeline corridor, a pipe rack on the access trestle, a new pipe rack bridge over the wadi, headers, and tie-ins to existing pipelines and pump stations at the current oil and LPG terminal.

Procurement and construction cover testing and commissioning of the marine structures — the loading platform, berthing dolphins, mooring dolphins, access trestle and causeway.

Who can bid?

ADC has set a mandatory partnership structure. An international contractor specialized in marine works, with proven execution experience in oil and gas ports and jetties, must form a joint venture with a qualified Jordanian contractor holding First Class / Grade One (A) classification in civil works from the Government Tenders Department (GTD). The Jordanian partner must retain a minimum share as stipulated in local regulation.

What are the key dates?

  • October 28, 2026 — deadline for expressions of interest to obtain tender documents by email
  • November 1, 2026 — deadline to submit passport or ID copies for site-visit participants
  • November 4–5, 2026 — pre-bid meeting and site visit at ADC offices, both at 11:00 AM Jordan time
  • November 15, 2026 — deadline for questions and clarification requests by email
  • December 16, 2026 — technical and financial proposals due before 12:00 PM Jordan time, in two separate emails

Bids will be opened at ADC at the same time as the submission deadline, with announcements published on the ADC website.

What does the bid bond cost?

Each tender must carry security of JOD 600,000 — roughly USD 847,000 at current rates — as either a certified bank cheque or an unconditional guarantee from a bank licensed in Jordan. The security must stay valid at least 180 days from the submission deadline. ADC will reject any tender submitted without compliant security, and bidders must deliver the original bond, duly executed, before the deadline.

Bidders should also note fees under Jordan's Stamp and Imports Duty Law No. 20 of 2001.

ADC reserves the right to cancel, amend, postpone or reissue the tender at its sole discretion, without justification and without financial, legal or contractual liability toward any tenderer.

What is the watch item?

The December 16 bid opening. The JV requirement and 180-day bid security window will filter the field early; watch which international marine contractors pair with Grade One Jordanian civil firms before the November 4 pre-bid meeting, and whether ADC's timeline holds for award in 2027.
