LNG Canada's owning partners have greenlit Phase 2 of the Kitimat export terminal on British Columbia's coast, a sanction that will double the facility's liquefaction capacity once the new trains enter service.

The decision commits the venture to a second development phase at the site where Phase 1 construction is already substantially complete. Phase 2 mirrors the first stage in scale, effectively adding an equivalent volume of LNG output on top of the initial two-train complex.

For the Montney and other Western Canadian Sedimentary Basin gas producers, the sanction marks the most significant new demand anchor since the original project received its own final investment decision in 2016. Phase 1, when running at nameplate, already ranks as Canada's first large-scale LNG export facility. Doubling throughput means a corresponding step-up in feedgas requirements moving westward on the Coastal GasLink pipeline, the dedicated supply line connecting the WCSB to the Kitimat site.

The venture's ownership group — Shell as lead operator partner alongside Petronas, PetroChina, Mitsubishi and Kogas — had signalled through 2024 that a Phase 2 decision was moving toward sanction as construction risk on the initial trains cleared and the first cargo window approached. The partners framed the expansion as a way to capitalize on existing site infrastructure, marine berths and regulatory approvals already in hand for a four-train configuration.

Canada's LNG sector has spent a decade trying to convert resource-base advantages into export infrastructure. More than a dozen proposals from the 2012–2015 licensing wave fell away on cost grounds; LNG Canada is the only one of that cohort to reach construction. A Phase 2 sanction, executed while the first phase is still ramping, signals sponsor confidence that the Kitimat cost base and the basin's gas economics can support additional trains — a judgment that eluded competitors at sites from Prince Rupert to the Pacific Northwest.

The expansion also strengthens the position of British Columbia's nascent export cluster. Cedar LNG, the Haisla Nation-backed floating facility at Kitimat backed by Pembina Pipeline, received its own sanction and is advancing on a parallel timeline. Combined with Woodfibre LNG near Squamish, the corridor is moving from single-project status to a multi-terminal hub with shared labor, service-sector and pipeline implications.

Gas supply fundamentals underpin the decision. WCSB producers continue to grow Montney volumes, and egress constraints have held a wide basis differential against Henry Hub for Canadian gas. Each phase of Kitimat demand pulls additional volumes out of the domestic market and onto the water, where buyers in Asia pay prices disconnected from the AECO discount. Trade commentary in recent months has attributed growing partner interest in Phase 2 to exactly that arbitrage, along with long-term Asian demand contracts.

Timing for the expansion's construction start and first LNG from Phase 2 was not specified in the announcement. Phase 1 cargoes remain the near-term operational milestone for the terminal.
