Six NMDPRA executive director nominees head to Nigerian Senate
Tinubu nominated six NMDPRA executive directors on October 30, three returning and three new, for five-year terms pending Nigerian Senate confirmation under the PIA.
Field notes
- Tinubu nominated six NMDPRA executive directors on October 30, for five-year terms pending Senate confirmation.
- Three nominees are returning directors; three are new appointments.
- Jumoke Gafar was named Board Secretary and Legal Adviser, subject to Section 46 PIA procedures.
- Rabiu Abdullahi Umar was appointed NMDPRA chief executive in April.

Six executive directors are headed to the Nigerian Senate. President Bola Ahmed Tinubu nominated them on October 30 to the board of the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA), the body that licenses refineries, depots and fuel retailing across Africa's largest crude producer.
Bayo Onanuga, the President's Special Adviser on Information and Strategy, announced the nominations in a statement. If confirmed, all six serve five-year terms.
The slate splits evenly: three incumbents return, three newcomers arrive. That mix matters. It signals continuity at a regulator still finding its feet four years into the Petroleum Industry Act (PIA), the 2021 law that split Nigeria's old single regulator into upstream and midstream-downstream agencies.
Who stays, who arrives?
The returning directors are:
- Mr Abiodun Adeniji, Executive Director, Finance and Accounts
- Mr Ogbugo Kalu Ukoha, Executive Director, Distribution Systems, Storage and Retailing Infrastructure
- Dr Mustapha Lamorde, Executive Director, Health, Safety, Environment and Community
The new nominees are:
- Mr Mobolaji Tajudeen Musa, Executive Director, Hydrocarbon Processing Plants, Installations and Transportation Infrastructure
- Ms Ogechukwu Modie, Executive Director, Economic Regulations and Strategic Planning
- Mr Said Abutalib, Executive Director, Corporate Services and Administration
Read the portfolios closely. Ukoha's board controls storage and retailing infrastructure, the chokepoint for Nigeria's recurring fuel logistics crises. Musa's new file covers processing plants and transportation, effectively the refinery and pipeline estate. Those two desks will decide how quickly new downstream capacity, including the Dangote refinery's distribution arrangements and any modular refinery licensing, actually moves through the system. Neither nomination says anything about pending licence decisions, and the statement offers no policy direction — confirmation, not strategy, is the story here.
What did the President ask the Senate to do?
In his letter to the Senate, Tinubu urged lawmakers to consider the nominations expeditiously, citing institutional continuity and the need to strengthen the authority's regulatory and oversight capacity. That is a routine formulation. It does not commit the Senate to a timeline, and Nigerian confirmations have stalled for months in past sessions. Still, a full six-member executive bench would give the NMDPRA its most complete leadership since the PIA created it.
Who else was appointed?
Tinubu also approved Mrs Jumoke Gafar as Secretary to the Board and Legal Adviser. Her appointment carries a condition: completion of statutory procedures under Section 46 of the PIA, the provision governing board appointments. The statement did not specify which procedures remain outstanding or how long they might take.
The moves build on an earlier change. In April, Tinubu appointed Engr. Rabiu Abdullahi Umar as the authority's chief executive. With a CEO in place and six directors nominated, the regulator's executive structure is nearly full — pending Senate action.
Takeaway: A fully staffed NMDPRA board is a prerequisite for durable downstream licensing decisions, but nothing is confirmed until the Senate votes, and no date for that vote exists yet.
