CNOOC International UK has let a 5-year renewal to Worley for its engineering, procurement, and construction (EPC) framework agreement covering offshore operations on the UK Continental Shelf.

The renewed contract keeps Worley as the delivery partner for EPC services across CNOOC's UKCS portfolio, including the Scott, Buzzard, and Golden Eagle fields — three of the centerpiece assets in the operator's North Sea position.

The scope is broad. Worley will deliver engineering, procurement, construction, commissioning, completions, and decommissioning services, according to the service provider. Work packages will range from like-for-like replacements to complex brownfield modifications and larger project scopes.

For CNOOC, the renewal consolidates execution capacity around a maturing asset base. Buzzard, the largest field in the outer Moray Firth, and Golden Eagle, its satellite development to the south, both sit in the late-life phase where sustained infill drilling, topsides work, and integrity projects drive production upkeep. Scott, in the Central North Sea, has been on stream since the mid-1990s and now operates as part of a wider hub infrastructure — the kind of legacy surface facility where brownfield modification packages and decommissioning planning increasingly dominate the workload.

The framework structure matters for both sides. A five-year term gives CNOOC call-off certainty across its portfolio without re-tendering each scope, while Worley secures a baseline of repeat North Sea work at a time when UKCS operators face persistent cost pressure and a tightening pool of tier-one EPC contractors still bidding offshore UK work.

The decommissioning element is notable. With UKCS cessation-of-production schedules advancing across the basin, the inclusion of decommissioning services in the framework positions Worley to capture both the sustaining-capital and the plug-and-abandonment-linked scopes that follow as CNOOC's fields move toward late-life transitions.

Financial terms were not disclosed. Neither company has indicated whether the renewal changes the commercial structure of the previous arrangement.

The watch item: call-off volumes under the renewed framework over the coming 18–24 months, which will signal whether CNOOC plans sustained investment in its UKCS portfolio or a managed run-down toward decommissioning.
