Equatorial Guinea's Ministry of Hydrocarbons and Mining Development has granted Europa Oil & Gas a 12-month extension on offshore block EG-08, pushing the first exploration sub-period deadline from 4 October 2026 to 4 October 2027.

The extension buys time for two linked transactions: closing the farm-out to Fuhai (Beijing) Energy, a wholly owned subsidiary of privately held Fuhai Group New Energy, and drilling the Barracuda-1 exploration well. Europa said the longer timeframe is needed to advance both.

Under the extension, granted under the Hydrocarbons Law and the EG-08 production sharing contract (PSC, an agreement splitting production between contractor and state), all contractor rights remain in force. The ministry also confirmed the contractor has satisfied its work obligations through 4 October 2026.

Who holds what on EG-08?

The current equity structure is straightforward:

  • Antler Global, Europa's associated company, operates the PSC with an 80% working interest.
  • National oil company GEPetrol holds the remaining 20% on behalf of the state.
  • Europa owns a 42.9% equity stake in Antler.

Post-farm-out, Antler's stake halves to 40%. Fuhai takes an equivalent 40%. GEPetrol retains 20%.

What is delaying the Fuhai deal?

Equatorial Guinea approved the farm-out in May 2026, when the Ministry for Mining and Hydrocarbons Department backed the transaction. The remaining hurdle sits in China. Fuhai must obtain Outbound Direct Investment clearance from Beijing's Municipal Development and Reform Commission before the deal can close.

Revised Chinese regulations on overseas investment, effective 1 July 2026, have lengthened the approval timeline. Europa has said the relevant Chinese authorities remain supportive of Fuhai's application and are expected to approve it shortly, though the company offered no date. The parties mutually extended the transaction's long-stop date to 30 October 2026.

What is at stake for drilling?

The prize is gas. The EG-08 block carries an internally estimated 2.2 trillion cubic feet of gross prospective gas resources. The Barracuda prospect alone accounts for an estimated 878 billion cubic feet.

Europa still anticipates spudding Barracuda-1 in the first half of 2027. That schedule now depends on the Chinese clearance arriving inside the extended long-stop window and the farm-out closing before the new sub-period expires in October 2027.

The takeaway: Europa has consolidated its regulatory position in Malabo, and the entire project timeline now hinges on a single pending decision from Beijing.
