Petkim has awarded Technip Energies engineering and technology contracts covering a proposed integrated petrochemical complex in Türkiye, moving the downstream project one step closer to a formal investment decision.

The award covers front-end work on the proposed complex, which Petkim — the petrochemical arm of Türkiye's SOCAR group — has been developing as part of plans to expand its chemicals manufacturing base. Hydrocarbon Processing first reported the contract award.

The deal gives the project its first major contractor commitment. Engineering and technology licensing contracts of this type typically precede any final investment decision, laying the technical groundwork — process selection, licensed technology scope and basic design — that a sponsor needs before sanctioning construction.

For Technip Energies, the award adds a Turkish petrochemical project to a portfolio already weighted toward grassroots and integrated complexes in Europe, the Middle East and Asia. The French contractor has positioned itself in ethylene, derivative and downstream licensing through its proprietary process technologies.

Petkim operates Türkiye's sole integrated petrochemical complex, at Aliağa on the Aegean coast, where it produces olefins, aromatics, polymers and other chemicals largely from imported feedstock. The proposed new integrated complex would mark a step change in the company's domestic production capacity if it reaches sanction.

The award remains at the pre-sanction stage. Petkim has not yet taken a final investment decision on the complex, and the project's capital cost, capacity figures, construction timeline and feedstock arrangements remain subject to completion of the engineering phase.

Türkiye imports a large share of its petrochemical demand, and successive governments have backed expanded domestic polymers and chemicals production as a strategic objective. Analysts have long pointed to that import dependency as the commercial case for new integrated capacity — a view attributed to market commentary rather than confirmed project economics.

What to watch: the scope and capacity Petkim discloses as the engineering work advances, the feedstock configuration the study settles on, and whether the company moves the complex to a final investment decision once front-end definition is complete.
