Ukraine's Security Service (SBU) says it has struck three Russian targets: a factory in the port city of Azov, the Ilsk oil refinery in Krasnodar Krai, and a Pantsir-S2 air-defence system.

The SBU announced the operations in a statement carried by Ukrainian media, including UkrMedia News. The agency did not specify the dates of the individual strikes, the weapon systems used, or the extent of damage at each site.

The Ilsk refinery is the most significant upstream-adjacent asset named in the claim. The plant sits in Krasnodar Krai, in Russia's southern refining cluster near the Black Sea and the Sea of Azov. Refineries across this corridor — including Ryazan, Volgograd, Novoshakhtinsk and Afipsky — have been repeatedly targeted in Ukrainian long-range drone attacks since early 2024, forcing temporary shutdowns and drawing Russian air-defence assets toward energy infrastructure.

The SBU offered no throughput figures or damage assessment for Ilsk. Independent verification of strike outcomes at Russian fuel-processing facilities has proven difficult throughout the conflict; Moscow routinely acknowledges fires at such sites without attributing cause, and Kyiv's operational claims generally arrive without satellite or third-party corroboration attached.

The second target, the factory in Azov, lies in Rostov Oblast on the Don River, close to the Sea of Azov shipping channel. The SBU statement did not identify the plant by name or describe what it produces.

The third element of the claim concerns a Pantsir-S2 — the upgraded variant of Russia's truck-mounted gun-and-missile short-range air-defence system. The SBU says the system was hit. It did not say whether the unit was destroyed or damaged, where it was located when struck, or what munition was used. The Pantsir series is the workhorse of Russian point defence around refineries, airfields and logistics hubs, and both sides have reported losses of these systems since 2022.

The SBU has claimed responsibility for a sustained series of deep-strike operations against Russian refining and military targets over the past two years. Those claims have frequently named specific plants and, in several cases, described targeting methodology — though the agency's statements on this occasion, as reported, did not go beyond identifying the three targets.

For fuel-market watchers, the significance of the Ilsk claim depends on damage confirmation. Strikes on Russian refining capacity have been one of the drivers of Moscow's product-export volatility since 2024, prompting gasoline export bans, damper payments to domestic refiners, and repairs that in several cases took weeks to months. Whether Ilsk suffered operational damage, and at what severity, remains unverified as of the SBU statement.

The refinery's operators have not issued a public response. Regional authorities in Krasnodar Krai have not confirmed an attack on the facility in reporting captured by Ukrainian outlets.
