The US Department of the Treasury imposed sanctions on Nov. 4 against an India-based maritime network accused of enabling Iranian oil shipments through fraudulent vessel registrations and certifications.

The action names four individuals and nine associated entities. Treasury identified Suniel Kumar Sharma, his wife Jaspreet Preeti Shahid, and two other Indian nationals as the network's principals. The designations form part of Washington's continuing effort to restrict Tehran's petroleum revenues.

What did the network actually do?

According to Treasury, the group established unauthorized ship registries and maritime classification services (bodies that certify vessel seaworthiness and flag status). Those services allowed sanctioned tankers carrying Iranian petroleum to operate under false flags and continue trading.

Treasury said some vessels supported by the network operated on behalf of Iran's military and its proxies.

The designated companies include:

  • India-based Oceaniek Technologies India
  • Singapore-based Eswatini Maritime Affairs and International Ship Registry Pte. Ltd.
  • Seven further associated entities across the network

Treasury said the network supplied false registrations to several sanctioned tankers, including the LATTAFA, BINARY STAR, and VERA.

What legal authority and campaign govern the sanctions?

Treasury acted under Executive Order 13902, the sanctions framework covering sectors of the Iranian economy. The designations fall under the administration's Operation Economic Outcast campaign, which targets entities Washington considers facilitators of sanctioned trade.

Alongside the designations, the Office of Foreign Assets Control (OFAC), Treasury's sanctions enforcement arm, issued a new advisory. The advisory warns maritime operators about sanctions risks tied to falsely flagged vessels.

What is the immediate effect on oil flows?

The designations block all assets of the sanctioned parties held in the US or under the control of US persons. They also generally prohibit US persons from conducting transactions involving the designated parties' property.

The measures could further complicate transportation and compliance arrangements for Iranian oil shipments. Their immediate impact on export volumes remains uncertain, a point Treasury's announcement did not quantify.

For refiners, traders, and ship operators, the compliance exposure is practical. Any vessel linked to the named registries or classification services now carries sanctions risk regardless of cargo origin.

The takeaway: the designations tighten the compliance net around Iranian petroleum logistics, but Treasury has offered no figure on how many barrels the action removes from the market.

The watch item is whether follow-on OFAC designations extend to buyers or port operators handling the falsely flagged tankers, and whether the advisory prompts registries and insurers to re-screen vessel documentation across the shadow-fleet fleet serving Iranian crude.
