A large fire broke out overnight at Lukoil's Volgograd refinery — a 15 million tonne-per-year plant accounting for roughly 5% of Russia's total refining capacity — after a large-scale Ukrainian drone attack on industrial facilities in the Volgograd region.
Regional governor Andrei Bocharov confirmed a mass drone attack on what he described as "industrial infrastructure" in the region. Residents of Volgograd reported numerous explosions and drones flying over different parts of the city during the night, and complained on social media that no air-raid alert had been issued despite the scale of the activity.
Which units were hit?
According to Astra, which analysed footage from the area, the fire broke out near two neighbouring industrial facilities in southern Volgograd: the Volgograd oil refinery and the Caustic chemical plant. Fires were reported on the refinery grounds.
NASA's FIRMS satellite fire-monitoring system detected thermal anomalies near three of the facility's key processing installations:
- The delayed coking unit
- The ELOU-AVT-1 crude distillation unit
- The ELOU-AVT-5 crude distillation unit
Ukrainian sources said the refinery was struck in an operation involving Defence Intelligence of Ukraine.
What is at stake for Russian refining?
The Volgograd refinery is among Russia's largest oil-processing facilities. Its annual capacity of around 15 million tonnes of crude represents approximately 5% of the country's total refining throughput. The plant's product slate spans petrol, diesel, aviation fuel, fuel oil and bitumen — a range that makes it a significant node in both civilian fuel supply and military logistics.
The neighbouring Caustic plant is one of the Volgograd region's major chemical enterprises. According to Ukrainian sources, it produces dual-use chemical products supplied to Russia's military-industrial sector.
Is this the first strike on the plant?
No. The Volgograd refinery has been targeted by Ukrainian drones several times. A major fire broke out at the facility following an attack on July 31, when key production infrastructure was reportedly damaged and primary oil-processing units were forced to halt operations.
The pattern points to a sustained campaign against Russian refining assets rather than a one-off strike. Volgograd is the latest in a series of strikes that has also hit Russian oil transportation infrastructure, with Ukrainian drones attacking what was described as Russia's largest oil transportation hub in Samara on the same day.
What happens next?
Neither Lukoil nor Russian federal authorities have released a damage assessment or an estimate of when the affected units — the delayed coker and the two ELOU-AVT trains — might restart. The 31 July strike showed that damage to primary processing units can force extended halts in operations, so run cuts at Volgograd over the coming weeks are a realistic prospect.
The watch items: confirmation of which units are offline, any Lukoil statement on throughput impact, and Russian export data that could reveal whether the ~5% capacity share translates into domestic fuel shortages or shifted export barrels.
