Canada has designated the proposed Pacific Link pipeline — a 1 million-b/d crude line designed to move Alberta oil to the West Coast for export to Asia-Pacific markets — as a Project of National Interest under the Building Canada Act.
The Government of Canada announced the listing on Oct. 1. The designation advances work to secure the permissions required to begin pipeline design and construction as early as Sept. 1, 2027, according to the federal announcement.
Pacific Link, formerly known as the West Coast oil pipeline, would give Alberta producers a second major egress route to tidewater beyond the expanded Trans Mountain system, which itself added roughly 590,000 b/d of capacity when it entered service in 2024. The new line is proposed at 1 million b/d.
Structure and responsibilities
The designation places the project on a streamlined federal regulatory track. Pembina Pipeline Corp., Calgary, will advance the scheme alongside the Governments of Alberta and Canada and Trans Mountain Corp.
Pembina said the listing "provides greater certainty through a clearer, more efficient and predictable federal review process that will maintain environmental standards and Indigenous consultation, which will be led by the Major Projects Office and supported by the Canada Energy Regulator."
Trans Mountain Corp. carries the operational mandate. The Crown corporation is responsible for the regulatory process, stakeholder and Indigenous engagement, construction of the project, and subsequent operation of the asset once it is built.
Pembina's role is smaller but structured to grow. The company will hold a 10% economic interest through construction, with the option to acquire up to an additional 10% once the project enters commercial operation — a potential 20% position in an asset that would rank among the largest crude export pipelines in North America.
What the designation does
The Project of National Interest listing does not constitute a final investment decision, and no capital cost figure has been disclosed. What it does is set the federal review on a defined path: the Major Projects Office leads, the Canada Energy Regulator supports, and the environmental and Indigenous consultation requirements remain in place under the streamlined process.
For Alberta producers, the math is straightforward. A second million-barrel outlet to the West Coast would expand access to Asia-Pacific refining markets and add competition for barrels currently reliant on the Trans Mountain system and US Midwest and Gulf Coast destinations. For Pembina, the staged equity structure limits upfront capital exposure while preserving an option on additional upside at startup.
The Sept. 1, 2027 target for the start of design and construction work now anchors the schedule. The watch items are the federal permits that follow the streamlined review, the Indigenous consultation process Trans Mountain must lead, and any FID signal from Pembina and its government partners before construction dollars commit.
